I'm sure his chuckle is just gallows humor -- i.e. the kind of chuckle? you might have when you find yourself on a sinking ship. At a certain point you have to laugh at how absurd the situation is. That's my interpretation. Glad to see that Max Keiser is on PressTV. Both of these guys are brilliant.
